The Programme aims to address horizontal concerns and cross-cutting issues throughout its duration. These affect all aspects of the Programme and its operation and are integrated at every level.

Horizontal concerns include hate speech, extremism and hate crime, racism and xenophobia, homophobia, anti-Semitism, tolerance and multicultural understanding, Roma, sexual harassment, violence against women and human trafficking.
The cross-cutting issues are good governance, sustainable development and gender equality.

Horizontal concerns and cross-cutting issues shall be addressed during open calls for applications, with projects, through the complementary actions and shall be included in the curriculum for capacity building provided by the Bodossaki Foundation and in the Accountability Charter.
